Senior Systems Analyst

Summary:

Works to analyze, design, evaluate, develop and implement systems and procedures covering all aspects of information processing using automated information processing equipment and technologies. This position will initially focus on HR technology projects.

Job Duties:

  • Provide implementation & ongoing support of HR systems including Payroll, Time & Attendance, Benefits, Risk, & Pension
  • Provide technical insight on HR business processes
  • Ability to achieve desired data analysis by extraction of data from data stores using SQL or other BI reporting tools
  • Ability to troubleshoot systems integrations between on premise & cloud hosted systems
  • Analyzes, Designs, Evaluates, Develops and Implements systems and procedures relating to the processing of information supporting all operational areas of the City - Finance and Human Resources, Public Safety, Community Development and Public Works
  • Collaborate between software vendors, IT, & HR
  • Insures the long-term operation and reliability of information systems by verifying the proper functioning of all system features and capabilities in order to reveal and correct any deficiencies or malfunctions
  • Evaluates system instruction and procedures, Recommends alternative solutions and/or improvements in information processing methods, and Redesigns and Modifies systems or processes as required
  • Coordinates all system-related activities with individual offices and organizational units in order to analyze requirements, formulate objectives, justify automation efforts and define projects; Assists system users with procedures required for information processing and the resolution of problems resulting from the processing of information; Provides direction, technical training, assistance and system support to all users of system capabilities
  • Assists and Supports the development of and adherence to required standards, controls, procedures and performance measures related to information systems
  • Assists the Director of Information Technology in various work assignments and duties
  • Performs related work as required
  • Works with project sponsors & stakeholders to meet agreed upon goals
  • Custom report writing
  • Assist systems analysts in analysis, research and documentation of requirements
  • Detailed documentation of all work
  • Manage and report time spent on all work activities
  • Strong communication skills; both written and spoken
  • Performs any other duties required for the ongoing operation of the IT department
  • On-call application support required
  • Provide quality and effective customer service with courtesy and understanding to our customers, citizens, and internal departments

Skills and Qualifications:

  • Capable of identifying & providing support to department staff with technical & process issues related to HR systems & processes
  • Ability to achieve desired data analysis by extraction of data from data stores using SQL or other BI reporting tools
  • Knowledge or HR department practices
  • Previous experience supporting an ERP system
  • Ability to communicate effectively, orally and in writing; ability to translate technical terminology into terms understandable to others
  • Ability to exercise ingenuity and inventiveness in problem solving; skill in applying procedures to improve organizational productivity and efficiency
  • Ability to establish and maintain effective working relationships with City officials, employees and the public

Education and Experience:

  • Bachelor’s degree in Engineering, Information Technology, or Computer Science or equivalent work experience
  • Cisco Certified Network Associate is preferred (CCNA)
  • 5+ years’ experience in the telecommunications industry
  • 2+ years’ experience developing application software (gathering requirements, designing, developing, and deploying applications)
  • 3+ years’ experience working with relational data models and developing reports
