Boruch Loriner is a Manager, he serves as a Talent Acquisition Manager within Quantam Solutions’ Talent Acquisition Division. Boruch develops and implements the talent acquisition sourcing strategies, including the direct sourcing of candidates through extensive name generation research, relationship building and complex internet searches, utilizing LinkedIn, and other social media channels to identify top technical talent. He creates a performance and metrics driven culture with the talent acquisition function that delivers high quality talent, insight and support for hiring the right people.

Boruch has over 3 years of experience in Talent Acquisition, providing direction and consultation to the recruiting team and management on strategic and emerging staffing trends. He leads recruiting initiatives by developing and implementing plans, forecasting capabilities and a talent pipeline strategy. Boruch has strong familiarity with the IT industry and terminology. He has demonstrated his ability to build effective teams and motivate employees by having a strong initiative, drive, and strategic planning skills. Karen Lopez, Talent Acquisition Specialist

Karen Lopez is a Senior Principal serving as a Talent Acquisition Specialist within Quantam Solutions’ Talent Acquisition Division. She brings over 18 years of diversified experience in the areas of Account Management as well as direct/contract recruiting, vendor management, and organizational development. Karen has been involved in the development of policies, labor relation issues, and recruiting techniques. She has mentored recruiters on account teams, developed new business, and managed approved sub vendors. Karen is experienced in candidate and client interaction, immigration law, and internal quality improvement. She possesses excellent analytical, organizational, communication, and client interaction skills.

Karen has obtained her Bachelor of Science in Organizational Communication from Western Michigan University. She has taken a training course through Dale Carnegie for Leadership and Sales, as well as an AIRS training course. Karen also completed the Quality as a Business Strategy Pre-Conference Workshop.

Robert Mulholland, Project Manager

Robert Mulholland is a Senior Manager serving as a Project Manager within Quantam Solutions’ Delivery Practice. He brings over 22 years’ of experience as an Information Technology Professional, including over 9 years of Project Management experience. Robert has held roles as a Service Delivery Manager and as Senior Team Lead for both Infrastructure and Application Development Projects. He has a proven track record of success in managing key program and project management disciplines such as client requirements definition, release management, risk analysis and mitigation, change control, quality assurance, and customer relationship management.

Robert has specialized training in Avaya and Nortel PBX Admin, IEX Workforce Management (WFM), Aspect SMS Admin, Blue Pumpkin/Witness 360, Aspect eWFM, Internal PMP, Nexus, Clarity, Opstel, Novel, UNIX/Linux/Red Hat and Windows Server 200X.

Robert has extensive experience in HP structured methodologies, Six Sigma Lean, Agile, and Information Technology Infrastructure Library (ITIL). He has hands on experience with business application installation, upgrades, patches and operations support, business and project analysis. Robert also has experience with operational infrastructure and application support, integration implementation, training and coaching on various levels of technical staff as well as a liaison between technical and non-technical teams.

Robert served as an Equipment Operator E-5 for the United States Navy from 1982 to 1992 with four years of Active Duty Service, and six years of Reserve Duty. He received the Navy Commendation, Navy Achievement, and Navy E Awards. Robert also received his Navy Good Conduct, Meritorious Unit Citation, Navy Reserve Medal, and Navy Reserve Meritorious Service Awards.

Helen Fradette, Technical Writer

Helen Fradette is a Principal serving as a Technical Writer within Quantam Solutions’ Delivery Practice, bringing over 10 years of communication, leadership, and organizational skills. She has excellent critical thinking and deductive reasoning skills. Helen is results-oriented and is a team player, committed to quality results with verbal and written communications.

In her previous experience, Helen wrote comprehensive research project reports and presentations. She has written, supervised and directed special event programs on a regular basis, managed personal sales appointments, and identified customer needs. Helen is an Analyst with the ability to see the big picture, delegate and collaborate with a team to cover every detail involved in the production of successful programs and projects.

Helen has the ability to analyze the client’s needs, offer recommendations and explain benefits. She is involved in the proposal, submittal, and delivery of technical documents. She is very detail-oriented and is consistently trusted with greater responsibility than job requirements.

Helen has received her Bachelor of Arts in Music Education from New Mexico State University. She also has 18 credits toward her Master’s Degree in Literacy from Grand Valley State University and 9 credits toward her Master’s Degree in Educational Leadership from Covenant College.

Emily Graham, Corporate Projects Coordinator

Emily Graham is a Consultant serving as a Corporate Projects Coordinator within Quantam Solutions’ Business Development Department. She brings over 7 years of client service experience with communication and organizational skills. In addition to assisting with Corporate Projects, Emily heads Quantam Cares. Quantam Cares is Quantam’s company initiative to give back to the community. Quantam does so through orchestrating random acts of kindness to partnering with large charitable organizations encouraging the entire company to get involved. Within Quantam Cares, Emily serves as the point person to Quantam’s charitable partners, fostering current partnerships and seeking out new ones. In addition, she coordinates events and outings, manages volunteers, and promotes events and outings enabling the company to pay it forward.

Haley Dunnigan, Client Relations Manager

Haley Dunnigan is a Client Relations Manager within Quantam Solutions’ Business Development Department. She brings over five years’ of client relations experience and has a diverse combination of communication, leadership, and organizational skills. Haley currently serves as a liaison between Quantam and its clients, ensuring excellent customer service and client satisfaction. She also manages the internal workflow of each sales opportunity, assisting Business Development in their daily operations.

Haley previously worked at the Michigan House of Representatives, and as a Regional Field Director for a congressional political campaign. She has established strong relationships with local public officials, non-profits, and business owners throughout her professional experiences.

Haley is a graduate of Michigan State University and has a Bachelor of Arts in Social Relations and Policy from James Madison College in East Lansing, Michigan.

David Mir, Program Manager

David Mir is a Vice President serving as a Program Manager within Quantam Solutions’ Delivery Practice. He brings over 15 years of experience developing, conceptualizing, and implementing solutions along with partnering closely with business leaders and C-level executives. David has extensive experience excelling in developing and motivating highly focused teams that successfully meet or exceeded company objectives. Over the years, David has increased his creativity and problem solving skills, while maintaining outstanding communication and leadership skills.

David has experience developing and leading all steps in risk assessments and audits, mentoring and training others in information security in addition to training for other technical groups. He has analyzed and organized security infrastructure, including Intrusion Detection Systems (IDS), Intrusion Prevention Systems (IPS), log management, and security assessment systems, and drafted enterprise security standards and guidelines for system configuration.

Kent Pate, Microsoft Practice Director

Kent Pate is Quantam Solutions’ Microsoft Practice Director. He brings over 20 years of experience designing and deploying Enterprise Infrastructure Solutions for both large global companies and domestic state and local governments. Kent has provided guidance to CIOs, CTOs and Directors while leading teams consisting of IT administrators to deliver world class Enterprise Infrastructure Solutions.  Over the years, Kent has been able to develop a unique blend of technical knowledge and problem solving skills with people and communication skills, while maintaining strong leadership and an emphasis on the customer.

Kent also has extensive experience in developing and performing numerous complex migration solutions to assist clients in consolidating their directory and e-mail environments while transitioning to different technology platforms.  He has worked with numerous products and services from countless technology companies, engaging at the CXO level in most cases.

Mark Owen, Senior Business Analyst

Mark Owen is a Senior Manager serving as a Senior Business Analyst within Quantam Solutions’ Delivery Practice. Over the past 15 years, Mark has worked with both public and private sector clients providing them with successful analysis and quality assurance. He has extensive experience in business and functional designs, manual and automated testing, data conversion QA, and data reduction. He has designed and created Visio flow diagrams, table layouts, and screen mockups.  Mark also has agile training and experience creating user stories, product backlogs, burn down charts, and general sprint planning tasks. He is well versed in DTMB Suite documentation and methodology. Over the course of his professional experience, Mark has gained excellent technical g, interpersonal, and leadership skills.

Mark has experience serving as a team lead in organizing resources and assigning tasks while managing hours to successfully meet milestones. He also has created and delivered comprehensive presentations to executives, senior management and users.

Allen Chung, Strategic Sales Specialist

Allen M. Chung is a Senior Manager serving as a Strategic Sales Specialist within Quantam Solutions’ Procurement Practice. Allen has over 15 years of combined experience in higher education, managing business development, and sales and marketing. Most recently, Allen engaged in activities to identify and encouraged national and international companies to invest and create new jobs in the state of Michigan. Allen developed and implemented attraction efforts in select industries and countries, promoted and explained State of Michigan's assets including financial and service-based resources available through state, local and federal entities. Allen possesses extensive communication and leadership skills.

Moreover, Allen has considerable experience in establishing business relationships with companies, consultants, bankers, attorneys, accountants, and advisors from US, Canada and South Korea. Allen has organized division-wide staff training programs, analyzed national and international business trends, and managed various initiatives. Allen has led global business development strategies and initiatives directed toward national and international business development. He has also built and maintained relationships with prospective investors, key external business influencers, internal business clients, and local economic development partners to facilitate new investment and job creation in Michigan.

Allen is knowledgeable in professional fluency in Korean and has working knowledge with various CRM/databases.

Allen earned his law degree from Western Michigan University Cooley Law School and his Bachelor of Arts in International Relations from Michigan State University at James Madison College. Steven Motz, Strategic Consultant

Steven Motz is a Manager serving as a Strategic Consultant within Quantam Solutions’ Procurement Practice. He brings over 10 years of procurement expertise with experience in drafting Statements of Work (SOW) and Request for Proposals (RFP), and effectively managing the proposal evaluation process and post award contract change control activities. Steven has extensive experience chairing proposal evaluation committees, mediating disputes between the vendor and clients, negotiating contract pricing terms and conditions, and coordinating with various key business and technical stakeholders to provide accurate responses to key vendor questions related to the solicitation. Over the years, Steven has developed an excellent set of leadership, communication and planning skills.

Steven’s professional experience also includes establishing and managing project timelines for Request for Proposals and serving as the single point of contact for all procurement related issues. He is skilled in reviewing and drafting technical specifications, terms and conditions, and finalizing Request for Proposal packages prior to posting for solicitation.

Steven served as the Procurement Manager for the Michigan Department of Treasury, where he oversaw a staff of business analysts and managed the daily procurement requests and vendor relationships. He is proficient in both internal and external State of Michigan procurement systems.

Steven graduated with honors from Michigan State University, receiving his Bachelor of Arts in Supply Chain Management with a specialization in Information Technology.

Shannon Ackler, Business Analyst

Shannon Ackler is a Manager serving as a Senior Business Analyst within Quantam Solutions’ Delivery Practice. He brings over 10 years of experience in Project and Operations Management. Shannon has extensive experience leading team meetings and delegating workload, while ensuring all deadlines, goals, and training requirements are met. Shannon has acted as the key interface between business users and technical staff; defined and enforced team processes and standards on a continuing basis to ensure that the most efficient and current methods are utilized. Within his experience, Shannon has developed excellent technical knowledge, communication, planning, and organizational skills.

In addition, Shannon has extensive experience in training, creating presentations and conducting training sessions. He excels in building and maintaining relationships with key users and clients and has managed, troubleshot, escalated, and resolved any software, development, and client issues successfully.

Anthony Bronner, Business Analyst

Anthony Bronner is a Manager serving as a Business Analyst within Quantam Solutions’ Delivery Practice. He has over 10 years’ of experience in strategic planning and process improvement. Anthony possesses extensive experience as lead analyst drafting Request for Proposals, leading state leadership in drafting Statements of Work for Information Technology procurement. He has experience in organizational change management creating and deploying initial readiness assessments, training plans, communication plans, stakeholder management, and leadership alignment plans. In addition, Anthony has lead requirements gathering sessions to elicit functional and business requirements, constructed data/process models, and test case development. During his experience, Anthony has demonstrated interpersonal skills with a proven ability to establish confidence, rapport, and foster cooperative relationships with clients and executive management.

Anthony has experience with custom and commercial off-the-shelf solutions including Customer Relationship Management (CRM), Central Management System (CMS) Records, IManage Documentation, and other workflow products using both Waterfall and Agile methodologies

Karen Buckwalter, Vice President of Business Development

Karen Buckwalter is a Vice President of Business Development at Quantam Solutions, bringing nearly 25 years of program and project management delivery experience. She has previously led strategic, information technology and research initiatives primarily in financial, government, and automotive environments. Karen is an experienced and effective mentor adept at building trust and providing sound, experienced-based guidance and coaching.

Karen’s professional experience includes senior leadership and project portfolio governance as well as project delivery leveraging Project Management Institute (PMI) based methodologies to lead a wide variety of programs and projects from initiation through closeout. She has developed and implemented processes and tools to promote full project portfolio transparency and ensure the organization’s projects are in alignment with the strategic vision and goals.  Karen brings Quantam extensive leadership, communication, and interpersonal skills.

Karen obtained her Bachelor of Business Administration from the University of Michigan-Dearborn. She earned her Project Management Professional (PMP) certification nearly two decades ago and more recently became a Certified Master Project Manager through Project Management Resource Group.  In addition, she is an experienced Crucial Conversations trainer, receiving her certification to teach in 2014.
